简要规格描述或项目基本概况介绍、用途：根据《上海市建设项目环境保护事中事后监督管理办法>的通知》（沪环规〔2021〕10号）、《上海市环境保护局关于落实<建设项目竣工环境保护验收暂行办法>的通知》（沪环保评〔2017〕425）、《2025年上海市辐射安全监管工作要点》及新区生态环境局行政许可事项批后监管工作安排等要求，本项目拟通过公开招标的方式，选取具备监测能力的资质机构，对电磁和电离辐射类项目进行中后期监督监测管理进行技术复核。本包件拟对电磁类建设项目网上环评备案以及竣工验收公示内容进行技术复核，对监测报告进行敏感点位复测，形成监测报告、技术复核记录表及年度技术复核评估报告。涉及电磁类项目输变电项目不少于400个点位，基站不少于640个点位且总项目数不少于40个。参加本次投标的投标人，可对一个包件进行投标，也可对多个包件同时进行投标，但每个投标人针对上述包件只能中标一个包件。（具体详见第三章服务需求书）

简要规格描述或项目基本概况介绍、用途：根据《上海市建设项目环境保护事中事后监督管理办法>的通知》（沪环规〔2021〕10号）、《上海市环境保护局关于落实<建设项目竣工环境保护验收暂行办法>的通知》（沪环保评〔2017〕425）、《2025年上海市辐射安全监管工作要点》及新区生态环境局行政许可事项批后监管工作安排等要求，本项目拟通过公开招标的方式，选取具备监测能力的资质机构，对电磁和电离辐射类项目进行中后期监督监测管理技术复核。本包件拟对电离类建设项目网上环评备案以及竣工验收公示内容进行技术复核，对监测报告进行敏感点位复测，形成监测报告、技术复核记录表及年度技术复核评估报告。全年涉及电离类项目不少于800个点位且总项目数不少于20个。参加本次投标的投标人，可对一个包件进行投标，也可对多个包件同时进行投标，但每个投标人针对上述包件只能中标一个包件。（具体详见第三章服务需求书）

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目标项一和标项二不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）残疾人福利性单位，并将其视同小微型企业。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: The first and second objectives of this project are not specifically aimed at purchasing from small and medium-sized enterprises, and small and micro enterprise products will enjoy a 10% price discount during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.        

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）具有省以上（包含省）质量技术监督局认定的检验检测机构资质认定证书（CMA）并提供项目所需参数附表，应包含电磁类检测能力（仅包件1适用）、电离类检测能力（仅包件2适用）；
（5）本项目不允许转包。        

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) Having a Certificate of Qualification for Inspection and Testing Institutions (CMA) recognized by the Quality and Technical Supervision Bureau at or above the provincial level (including the provincial level), and providing the required parameter schedule for the project, it should include electromagnetic testing capability (applicable only to Package 1) and ionization testing capability (applicable only to Package 2); (5) This project does not allow subcontracting.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (******), China Government Procurement Network (******) ;

2.开标所需携带其他材料：本公司不提供上网网络（WIFI），届时请供应商代表持提交投标文件时所使用的数字证书（CA证书）及备用纸质投标文件前来参加开标，另请自带无线上网卡及可无线上网的笔记本一台（笔记本电脑应提前确认是否浏览器设置、CA证书管理器下载等，确保和CA证书匹配可以正常登陆上海政府采购网）。
